This is a beta. ToolsEnabled is being built in the open and the hosted service described in §1a is new. §1b says plainly what that means for your account.
0. The most important thing first: these terms do not take away your MIT rights
ToolsEnabled is MIT-licensed, and the MIT License is the whole of your rights to the code. The grant is made by the LICENSE file. Nothing in this document narrows it, adds conditions to it, or takes anything back.
That is not a courtesy — it is how the licence works, and saying so plainly avoids a real confusion. If you obtain the source, MIT lets you use, modify, redistribute and sell it without asking us and without agreeing to anything here.
So what does this document govern? Three things, and only these:
- The pre-built application we distribute from our website — a convenience we offer, on the terms below. You are never obliged to use it; you can build from source instead, and then only MIT applies.
- The hosted service we operate (§1a), for anyone who creates an account.
- The risk disclosure in §2, which we consider it our responsibility to put in front of you whether or not any contract requires it.
If you build from source, §1 and §2 still describe what the software does — they are facts about the product, not conditions of a licence. Read them anyway.
1. What ToolsEnabled Community is
The whole product, free, permanently. Not a trial, not a demo, not a feature-limited edition.
- No licence check ever runs on your computer, and none ever will for the free product. An unlicensed installation does not skip the check — it never loads the code that performs one, and a test fails our build if that stops being true.
- Nothing is disabled, crippled, or time-limited in order to sell you something.
Nothing is sold. Our hosted service (§1a) is free too. We expect to charge, later, only for operating our service at a scale beyond the free allowance — never for the software.
1a. Our hosted service — free, with an allowance
If you create an account, we operate servers that connect your computers to each other over the internet, and give you web access to your account. This is free. The free allowance per account is:
- 2 computers connected through our servers at a time, and
- 1 active web session at a time.
How the allowance is applied — plainly, because it is what actually happens:
- Connecting a third computer is refused with a message telling you so; you remove one first.
- Signing in on a new browser signs out the old one. The newest session always survives; you are never locked out by your own older session.
- A browser session never counts against your two computers. Your phone or laptop browser is the web session; the two-computer allowance is for the machines it drives.
What the web session is. A signed-in browser can drive your own connected machines — sending instructions, getting text and structured results back, end-to-end encrypted. Live screen streaming is not part of the free service: carrying a live screen costs roughly sixty times what the control surface costs, and the free service is built to what we can carry for everyone.
Fair use — the three limits, and the principle behind them. Every figure below is a multiple of the heaviest measured real-world use, not of typical use: the limits exist to bound the abusive tail, never to squeeze normal work. Crossing one slows you down and tells you so plainly — it never cuts you off without saying why.
- Relay rate, per pairing: bursts up to 20 MB pass freely; sustained transfer above 1 MB/minute is throttled, not disconnected.
- Relayed volume, per account: 10 GB per month through our servers. Traffic that moves directly between your own machines is yours — we never carry it, never meter it, and never count it against anything.
- AI support: 25 messages per day per account; past that, you are pointed to the documentation and the support mailbox rather than refused help.
These figures publish under §9's change process and the 30-day-notice rule below.
These limits apply only to connections our servers carry. They are not limits on the software. Run ToolsEnabled on as many computers as you like, locally, free, forever — nothing counts them.
We plan to expand. We expect to raise these allowances and add capabilities over time, and we will say so publicly when we do. That is a statement of intent, not a promise of any specific capability, allowance, or date.
What the free hosted service is not: it carries no service-level commitment. It is provided as-available; we may throttle, suspend, or discontinue it, and we may change the free allowances. For material reductions affecting existing accounts we will give at least 30 days' notice through the product and the website before the change takes effect. To be plain about it: existing accounts are not guaranteed their current allowance indefinitely — the notice period is the commitment, and it is the whole commitment.
Eligibility. You must be at least 16 years old to create an account.
Where you may not use the hosted service. You may not create an account or connect through our servers if you are located in Cuba, Iran, North Korea, or the Russian-occupied regions of Ukraine (Crimea, Sevastopol, Donetsk, Luhansk, Kherson and Zaporizhzhia), and you may not use it if you are a person or entity on a U.S. sanctions list. By creating an account you are telling us that none of that applies to you.
1b. What being a beta means for your account
We are still building this, and we would rather say what that costs you than let you find out.
- We may need to reset accounts. If that happens you would create your account again and reconnect your computers. We will tell you first if we possibly can.
- We intend your account to carry through to launch, and we are not promising it. Treat that as our honest intention rather than a commitment you can rely on.
- Nothing on your own machines is affected either way. Your files, your agents, your audit log and your credential vault live on your computer and we do not hold them. The most a reset can cost you is your email address, your password and knowing which computers you had connected — the whole of what we keep is listed in the Privacy Policy §6A.
- Things will change. Features may appear, change or be withdrawn during beta.
2. This software can be given complete, unsandboxed control of your computer
Read this even if you read nothing else.
Depending on the configuration you choose, ToolsEnabled can let an AI agent read, change, and delete any file on your computer, and run any program on it, without asking you first. This is a real, currently-shipping mode of operation, not a hypothetical. It is what the product was originally built for.
If you choose that configuration, you are knowingly accepting that risk. A mistake made by an agent running in this mode is not limited to any one folder and is not automatically reversible.
Safer configurations exist and are the recommended default for anyone not deliberately choosing full access: they confine an agent to a folder you pick, enforced by the operating system rather than by an on-screen promise. Read your configuration's actual description in the product before assuming which one applies to you.
The product is designed to make this choice explicit at the moment you enable it, in words that name the actual risk — not as a checkbox buried in a document.
2.1 What the product keeps on your computer
An encrypted credential vault; a tamper-evident audit log of what your agents did; a dedicated browser profile holding cookies, history and saved logins for sites your agent visits; and a spend ledger.
About the vault, precisely, because it matters. It can hold API keys, tokens and some site passwords. If you use the payment-card feature it also holds the card number and its expiry. The card's security code (CVC/CVV) is never stored — the saved record has no field for it. Nothing in ToolsEnabled reads a stored card yet; storing one does not by itself enable any purchase. When a purchase flow exists, it will ask for the security code at that moment and discard it.
All of it lives on your machine. The Privacy Policy describes each one, where it is, and how to delete it — including for people who never pay us anything.
3. The AI models are not ours
ToolsEnabled connects to AI providers you choose and authenticate with directly — Anthropic, OpenAI, Google, or others. We do not make those models, we do not run them, and we are not a party to your agreement with the provider.
What the model decides to do is the model's behaviour under your own account and your own agreement with that provider. We are not responsible for its outputs, its judgment, its availability, its pricing, or its content policies. Providers may restrict or enforce against use of their subscriptions inside third-party software, and may do so without notice; usage the product multiplies is usage you answer for to your provider.
What we are responsible for is our own software — the permission system, the approval gates, the audit log, the kill switch, and the machinery that acts on what a model says. We do not disclaim that, and §6 says so.
4. Acceptable use
These conditions apply to the application we distribute and to the hosted service we operate. They are not conditions on the MIT-licensed source — see §0.
Do not use what we distribute or operate to:
- break the law, or the terms of any AI provider you connect through ToolsEnabled;
- gain access to any computer, account, or data you are not authorised to access;
- attack, overload, or interfere with our servers or anyone else's.
For the hosted service (§1a) specifically, additionally do not:
- resell it, or offer it to third parties as a service — the account connects your machines;
- use it as a general-purpose proxy, relay, or traffic-tunnelling layer for anything other than ToolsEnabled's own machine-to-machine coordination;
- evade the free allowance (for example by rotating accounts).
We may limit or terminate a hosted-service account for violating this section, and we maintain a policy of terminating, in appropriate circumstances, accounts of repeat infringers. Your MIT rights and your local use of the software are untouched by any account action — see §0.
5. No warranty
TO THE MAXIMUM EXTENT PERMITTED BY LAW, TOOLSENABLED AND THE HOSTED SERVICE ARE PROVIDED "AS IS" AND "AS AVAILABLE", WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
This restates the MIT License's own disclaimer, which already covers the code. It is repeated here because you may be running a binary we built rather than source you compiled, and because the hosted service is not code you can compile at all.
We make no support commitment for the free product or the free hosted service. There is no response time, no channel guarantee, and no obligation to fix anything. Where we help, we help because we want to.
6. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, WE WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF DATA OR PROFITS, ARISING FROM YOUR USE OF TOOLSENABLED OR THE HOSTED SERVICE — INCLUDING DAMAGE CAUSED BY AN AI MODEL'S DECISIONS WHILE OPERATING IN THE UNSANDBOXED MODE DESCRIBED IN §2, WHICH YOU HAVE BEEN TOLD CAN MODIFY OR DELETE ANY FILE ON YOUR COMPUTER.
This exclusion is deliberately narrower than "everything." It does not exclude liability for direct damages caused by a failure of our own permission system, approval gates, kill switch, or audit machinery to function as described in our documentation. We disclaim the model's behaviour; we stand behind our own machinery.
Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited. For consumers in California, nothing here waives rights under the Consumers Legal Remedies Act or any other non-waivable consumer protection.
7. No independent security review
ToolsEnabled has not had an independent external security review. One is planned; it has not happened. Nothing in our documentation should be read as a claim that this software has been audited.
Separately: if you use the agent-to-agent coordination feature, that transport is currently plaintext with a shared key and a self-asserted sender. Do not use it to carry anything you would mind another process on the same machine reading or spoofing.
Separately again: the Windows installer on our download page is code-signed by ToolsEnabled, Inc. Windows installers we published before we began signing, including the first 1.0.46 installer of 24 September 2026, were not. A signature identifies who published the file; it is not a security review, and Windows may still show a security warning on first run. The Linux package is not signed.
8. Governing law and disputes
These terms are governed by the laws of the State of California, without regard to its conflict-of-law rules. Any dispute arising from these terms or from your use of the software or the hosted service will be brought in the state or federal courts located in Riverside County, California, and you and we each consent to that venue.
There is no arbitration clause and no class-action waiver in these terms. Nothing in this section removes protections that the law of your place of residence gives you and does not allow you to waive.
9. Changes
We will update the version and date on this document and, for material changes, give notice through the product and on the website before the change takes effect. Previous versions stay reachable at a permanent address — if you accepted an earlier version, you are entitled to read the one you accepted.

ToolsEnabled is provided by ToolsEnabled, Inc., a Delaware corporation (Delaware file number 10741110), which is the party to these terms.
